1. Conference Proceedings -- Protecting the Public During Chemical Emergencies Proceedings from the national conference, Protecting the Public '99. NICS sponsored the conference on protecting the public during chemical emergencies in October 1999 at Concord, CA. The proceedings include summaries of talks by 16 speakers on four panels. Also included are transcripts of talks by Dennis Mileti, Ph.D., director of the National Hazards Research and Applications Center at the University of Colorado, and William Walker, M.D., director of Contra Costa (CA) Health Services. ($25 per set) Scorecard is an annual report of toxic chemical releases in West Virginia based on an analysis of Toxic Release Inventory reports filed by manufacturers and other companies with the US EPA. It contains a description of manufacturers' pollution prevention efforts. The latest report was issued on December 16, 2002, and is based on 2000 TRI data. The Scorecard is available for downloading as a zipped PDF file. Printed copies are available only by special request, but copies from previous years are generally available at $20 each. 3. Review of Refinery Investigation in Contra Costa County, CA (1998) Independent review by five experts of the Contra Costa County Health Services Department investigation of the cause of the Tosco Avon Refinery Incident of January 21, 1997. The review highlights implications of the county's report for prevention activities by all parties and future investigative efforts. Accompanying appendices include the county's report and the company's report of the accident. ($35) 4. Emergency Response Evaluation: Applying RMP to Emergency Planning (1997) A practical guide for undertaking a systematic evaluation of local emergency response capabilities. Particularly useful as a follow up to RMP roll out. $(20) 5. Protecting the Public: Protective Actions During Chemical Emergencies (1995) Proceedings of the two-day 1995 national conference of researchers, practitioners, industry and citizens in Charleston, WV, on protective action decision-making. Includes abstracts and presentation materials by speakers on three panels: (1) How effective is sheltering-in-place as a public protective technique? (2) How can the most effective protective actions be selected? (3) How can public response to protective action instructions be improved? Managing Our Risks: Chemical Storage in the Kanawha Valley (1995) Presents data and an analysis of trends in chemical storage by chemical manufacturers and others in the Kanawha Valley. This report is a tool to help citizens, industry and regulatory agencies assess trends in chemical storage and recommend future risk reduction measures. ($10) 9. Public Attitudes about Risk: Worst-Case Scenarios (1994) Results of public opinion polling conducted before and after release of worst-case accident scenarios at Kanawha Valley, WV, chemical plants in 1994. Lessons learned are applicable to June 1999 roll out of Risk Management Plans. ($20) 10. Kanawha Valley Risk Communication Project--Evaluation Report. Two parts. (1994) Report on the effectiveness of the communications process in disseminating information to the public about a study on the effects of environmental factors on children's health in the Kanawha Valley. Based on interviews with community leaders and news media who covered the health study. Presents results and conclusions of interviews with seven focus groups of stakeholders in the health study. Assessing Hazardous Materials Transportation in the Kanawha Valley (1994) Assesses public risk presented by the transportation of hazardous commodities and wastes in a community.
